Education:

Born in Stockholm, Sweden in 1963. After completing his secondary school examinations, he studied law at the University of Hamburg before passing the first state examination in law in Hamburg in 1988. This was followed by legal clerkship in Hamburg and Estonia and dissertation; passed the second state examination in law and and completed his doctorate in Hamburg in 1992. Specialist in commercial and corporate law.

Professional career:

1992-1994 Counsellor at the Embassy of the Republic of Estonia in Bonn and 1994-1995 Counsellor at the Embassy of the Republic of Estonia in Vienna. Called to the bar in Hamburg in 1995. After working as a lawyer in the field of maritime and transport law in a national business law firm in Hamburg, in 1996 he became a partner in a highly specialised global law firm in Hamburg with a focus on medium-sized companies. He has beenis also a member of several supervisory and administrative boards in Germany, Estonia and the United Kingdom. He joined A│L│P Rechtsanwälte in 2015. Dr Oksaar is married and has three children.
